From a Garage to a Full EU-Compliant Perfume Line: A Dutch Brand’s Success Story
In short
A Dutch brand grew from hand-bottling perfume in a garage to 200 bottles a day — but couldn’t sell across the EU without proper compliance. ELiX recreated all 8 of their scents at 18% eau de parfum strength, designed the packaging, handled the full EU documentation and CLP labelling, and produced a first run of 17,000 bottles across 12 SKUs — even flagging a packaging change that saved €0.11 per bottle.
The Challenge
A Dutch fragrance brand started in 2020 the hard way: filling perfume bottles by hand in a garage and selling them online. It worked. By late 2025 they were selling around 200 bottles a day.
But success created a new problem. Hand-bottling couldn’t keep up with demand — and selling perfume across the EU comes with strict rules and paperwork that a garage operation simply can’t handle safely. The owner decided it was time to go professional and found a private label perfume manufacturer in Europe who could take on both the production and the compliance.
He came to ELiX with a clear plan:
- 8 of his own fragrances, to be recreated exactly
- 2 bottle sizes: 50 ml and 100 ml
- 18% concentration — real eau de parfum strength
- His own bottles and spray pumps
- A first order of 17,000 bottles across 12 products
He needed ELiX to recreate the scents, design the box for each bottle, prepare all the EU documentation, provide the correct CLP label texts, and manufacture the finished product.
The Solution
Before quoting anything, ELiX asked the client to send 10 complete sets of his packaging — bottles, pumps and caps. This made sure every price and every technical decision was based on his real components, with no surprises later.
With the samples in hand, and support from our R&D and laboratory team, ELiX gave him a clear, itemized quote split into three parts: production, packaging design for the box, and the lab and registration work needed for EU compliance.
ELiX also pointed out where he could save money. Seeing exactly where the costs sat, the client took ELiX’s suggestion and dropped the tamper seal from the box. That saved €0.11 on every bottle — around €1,870 across the full 17,000-bottle order — without affecting quality or compliance. He confirmed the order, and ELiX went into production.
Results
In one well-managed project, the brand moved from informal garage bottling to professional, fully EU-compliant perfume manufacturing.
ELiX recreated all 8 fragrances at full 18% strength, produced them in both sizes, designed the boxes, and delivered the complete documentation and legal label texts needed to sell perfume anywhere in the EU.
Today the brand sells safely and legally — the same scents its customers already love, now made properly and backed by real paperwork instead of personal risk. The owner is free to do what made the business grow in the first place: sell.
Why This Matters
Perfume is one of the most heavily regulated products in the EU, and the paperwork is exactly where small, fast-growing brands get caught out. ELiX takes that whole burden off the client’s shoulders — scent matching, packaging design, laboratory registration, CLP label texts and manufacturing — so a founder can grow without becoming a regulations expert. If you want the wider picture, see why so many brands choose a private fragrance label in Europe.
It doesn’t stop at launch, either. On every repeat order, ELiX re-checks the label texts against the EU’s ever-changing rules and updates them, so the client stays compliant over time.
“We proved people wanted our perfume. What scared us was the compliance side. ELiX took the whole regulatory and production burden off us — the same scents our customers love, now made properly and legally across the EU. We just get to sell.”
— Founder, Dutch Fragrance Brand
Frequently Asked Questions
Can a private label perfume manufacturer handle EU compliance and CLP labelling?
Yes. In this project ELiX prepared the full EU regulatory documentation and the correct CLP label texts, so the client could sell perfume legally across the European Union without becoming a regulations expert.
Can an existing fragrance be recreated for scale production?
Yes. ELiX matched the client’s 8 existing fragrances to the supplied scent references and produced them at 18% eau de parfum concentration across 50 ml and 100 ml bottles.
What is the minimum order for private label perfume at ELiX?
There’s no fixed per-SKU minimum for standard orders. This client’s first production run was 17,000 bottles across 12 SKUs, with volumes from 1,000 to 3,000 units per SKU. Contact our team for current pricing tiers.
Does ELiX keep products compliant after launch?
Yes. On every repeat order, ELiX re-checks the packaging texts against the EU’s evolving regulations and applies any required changes, so the brand stays compliant over time — not just on day one.
